Yes, it's plastic and it doesn't have a liner, but it is probably the best trash can for my tiny kitchen. I also love the wide opening which allows you to dump dishes with ease & no spillage. Best of all, in my opinion, it uses a standard size trash bag which securely stretches around the top.
