When this fountain was first marketed, it was one of the only filtered water dishes of its' kind. It is not a perfect design, but it works. There are many other options now, but this one has worked fine for me, with some maintenance.
First of all, the "black dust" from the filter bags is from the activated charcoal inside the bags; activated charcoal is the ingredient that provides filtration of chlorine and odors from the water. (I often re-use my filter bags by cleaning and refilling them myself, and when I have tried using the filter bags without charcoal, it did not filter the water well at all.)
Secondly, you will need to disassemble and scrub the parts of the filter occasionally to remove buildup of slime and molds that result from standing water and to get rid of food particles that get into the water from the cat's mouth. The filter will not remove all of these.
When you open a brand new filter pack, take it and run it under fast running clean water for several minutes. Not seconds, *minutes*, until you do not see any black in the water flowing from the bag. It will take a good while, and you need to rinse it from all sides, but it will be worth it to reduce the amount of black dust in the water when the filter gets installed in the fountain. Any dust in the water then can be removed from the water by dipping the edge of a clean, dry paper towel into the surface of the water near the dust; this will wick up the tiny particles. Activated charcoal is simply dusty by nature. The dust is not harmful.
